A 2News Investigation discovered how Maurice Raffoul has been in the grips of a mental health crisis for years that has resulted in a reign of terror – victimizing countless people.
“You tell that f***ing *** girlfriend of yours you're both sh*t, your sh*t. I will hunt you you b*tch. I will hunt you,” he said on one recording.In 2022 and 2023 multiple Salt Lake City Police Officers had encounters with Raffoul, arresting him each time. Their body cameras captured him ranting gibberish and an extraordinary belief that the Louisiana mobsters were out to get him.
Gaspar and Hargett said they felt sorry for him. “We felt sorry for the guy, he didn’t have any people here. He made us feel like he was just lost, and he was a fish out of water, and he was happy that he at least had two people that he knew.” Both said he claimed to be a millionaire, which was a statement he repeatedly made captured on police body cameras in Salt Lake.
Gaspard says, “Something happened from when I saw him in 2018 to 2020 where he was paranoid, he thought people were after him,” she says he was concocting stories. A public information officer for the Lafayette Police Department said they would “love” to provide the records they have on Raffoul after we sent links to our previous reporting indicating he was well known to law enforcement there. We told LPD that we had interviewed Gaspard and Hargett and were working on an investigation into the threats he made there. We filed a public records request and are waiting for it to be fulfilled.
