In its 4 p.m. forecast, PAGASA said the northeast monsoon continues to affect Luzon and will bring cloudy skies with rains in Cagayan Valley, Cordillera Administrative Region, Bicol Region, Aurora, Quezon, Oriental Mindoro, Marinduque, and Romblon.
