Plans for 400 homes on Bury's largest brownfield site, the former East Lancs Paper Mill and Tower Farm in Radcliffe, are set to receive final approval next week. The massive 23-hectare development, encompassing Church Street East, Cross Lane, Cock Clod Street, and Brook Street, includes the relocation of Radcliffe Cricket Club. While outline permission has already been granted, the planning committee will now focus on detailed aspects like appearance, layout, scale, landscaping, and infrastructure.

The final planning hurdle for the development of 400 homes on Bury 's largest brownfield site is set to be crossed next week. Morris Homes Limited, Homes England and Bury Council have a joint planning application for the former East Lancs Paper Mill and Tower Farm in Radcliffe. The massive 23 hectare site encompasses Church Street East, Cross Lane, Cock Clod Street and Brook Street.

Included in the plans is the relocation of Radcliffe Cricket Club, whose playing pitch is positioned in the centre of the site, accessed from Croft Lane. Outline permission for the project has already been passed so the planning committee will next week focus on more detailed plans. They are set to decide on consent for the appearance, layout, scale and landscaping of the project. The 400 homes are set to be a mixture of maisonettes, semi-detached, detached and apartments. The developers say 100 of the homes will be ‘affordable units’ and 151 would be three-bedroom houses. The plans include the layout of roads, parking areas, footpaths and public open space and the relocation of the cricket pitch, including the pavilion and all associated fixtures. Seven objections have been received about the plans They include that the proposed properties would ‘back onto existing dwellings and block light, overlook and be overbearing’. Other concerns include the removal of trees and that the news homes would result in increased traffic levels, ‘causing chaos to the local road network, which is already congested’. A planning report to be put before councillors recommends approval of the scheme. The proposed new cricket club would be built on land to the south of Tower Street with the new pavilion being single storey in height. This area is currently green belt land. A letter from Mark Robinson, club secretary behalf of the committee was included in the previously approved plans. He said: “Overall the club are positive about the proposed move and believe that it will create an excellent community facility in this area. “We have been regularly consulted about the new location for the cricket club, the site masterplan and the design of the club house. “The site masterplan provides an appropriate new facility that satisfies our vision for the club. “A modern club house, adequate car parking, a practice net facility, equipment storage, a new playing surface to comply with ECB standards and appropriate external fencing and security are all included.” Bury Council and Homes England were granted outline permission for the project in 2018 and selected Morris Homes as their development partner in 2022
