The Russian economy is heavily reliant on energy exports for its foreign earnings, accounting for 45 per cent of government spending in 2021. Western sanctions have focused on firstly stopping the flow of oil and gas into Europe, which accounted for around a third of pre-war Russian oil exports, and then placing a price cap on subsequent sales reliant on companies in the West for providing insurance or transportation to non-aligned third countries.
According to Braemar, a London-based shipbroker, the proportion of Urals crude being transported on ships built more than 15 years ago has nearly doubled from a little over 30 per cent prior to the Ukraine war to nearly 63 per cent at the end of last year. Vortexa this week revealed data showing that 135 shadow fleet tankers previously listed as carrying sanctioned Iranian or Venezuelan crude are now carrying Russian oil instead.
