“It is a significant change. It gives parliament much greater power to control the shape and operation of the Voice,” he said. , including ministers. Clause two says the “Voice may make representations to the parliament and the executive government of the Commonwealth on matters relating to Aboriginal and Torres Strait Islander peoples”.The first clause simply states: “There shall be a body, to be called the Aboriginal and Torres Strait Islander Voice.”
