ANCHORAGE, Alaska - One thing is clear about Mayor Dave Bronson’s proposed new restrictions on homeless encampments in the municipality: the effort remains a work in progress.

Alexis Johnson, the municipality’s housing and homeless coordinator, explained that with about 900 homeless people expected back on city streets once winter shelters close at the end of May, Anchorage needs new rules to prevent a repeat of past issues with large camps. “I guess the point is to not have as many large camps so that would be a strategy is to not have that — but then you’re going to have a lot of small camps,” Perez-Verdia said. “So it seems like there’s a lot of ‘why’ questions. And I just want to know that you’ve thought through what this is going to do and how it’s going to impact the city.”

One ongoing issue is the federal appeals court ruling that prohibits the abatement of camps if shelter space is not available. While a community can enforce safety and other restrictions on camps, communities can not make the rules so restrictive that homeless camps are essentially outlawed.
