Cops said they were called to a property where the animal control officer was living about 20 times, but never made an arrest.

But, former neighbors and municipal officials who knew the man, Richard A. Dubarton III, when he was living in Morris County said they’re not surprised by the allegations — just that it took so long for police to make an arrest.

Sorg also alleged she also saw Dubarton inflict both verbal and physical abuse on dogs on the Butler property. She said she reported the allegations to local officials at the time. Authorities removed 37 dogs from his property in Mahwah after obtaining a search warrant, police said at the time. The dogs were all examined and temporarily given to dog rescues.

Mahwah Police Chief Timothy O’Hara said Dubarton told the officers he was under contract as the animal control officer for Irvington, but an official in Irvington disputed that. He was issued several summonses related to noise complaints, the police chief said. But, Dubarton didn’t have more dogs on the Butler property than was allowed by local ordinances, nor did officers see any incidents of mistreatment.
