The new rules have cut about six plays and six minutes of run time from games. And that's almost exactly what the change's architects want.
head coach Mike Elko said that data from Championship Analytics, a company he and many other coaches use, had suggested that the rule changes would impact five to eight total plays per game. Elko and his coaching staff did not change their approach or game planning whatsoever.
“It seems faster,” Smart said. “But I don’t know what impact it’s had, because if you look at it by number of plays it’s minimal. That’s just minimal, three plays per team per game. I don’t know if that’s a major deal.” In 2006, a running clock on kickoffs and after changes of possession cut down plays so dramatically that it was repealed after one year. A 2008 rule change started the clock after out-of-bounds plays once the ball was spotted, outside of the last two minutes of each half. The sport recently cracked down on keeping the length of halftime at 20 minutes without leeway .
AFCA executive director Todd Berry, who is on the football oversight committee and whose group speaks on behalf of coaches, said most coaches were against the clock rule change, while also conceding it hasn’t made a material difference on the game. Division III leaders pushed back, and that level was granted a waiver to delay implementation to 2024.
