Ahead of a deadline next week, the seven states that share the Colorado River have revealed competing plans for how the river should be managed in the future.

The Lower Basin states, meanwhile, tout their own plan. It introduces a new framework for measuring how much water is in western reservoirs and a method for distributing water cutbacks accordingly. "It's very easy to craft an alternative that doesn't require any sacrifice," Hamby said."But that's not what the Lower Basin alternative does. The Lower Basin is home to three quarters of the Colorado River Basin's population, most of the basin's tribes, and some of the most productive farmland in the country. Our proposal requires adaptation and sacrifice by water users across the region.
