Strada added: "The onus is now on the intelligence agencies to explain why they’re going to classify a document. Under the terms of the executive order, the FBI must complete its declassification review of the key documents from the probe by September 11. Thousands were killed during the attacks on New York, Washington, DC and Pennsylvania when a group of al-Qaeda terrorists hijacked four airliners.
