A swift response from Lancashire Constabulary led to the arrest of a man in his 20s at the scene. In a subsequent update released today, Lancashire Constabulary confirmed that Martin Bennell, 23, from St Peter Street, Blackburn, has been charged with two counts of section 18 wounding, common assault, and exposure. He will appear before Blackburn Magistrates’ Court today. The force emphasized the seriousness of the assault, detailing that during the attack, the perpetrator also engaged in indecent exposure.
