Boris Johnson has said he was against regular meetings with Nicola Sturgeon during the Covid pandemic as it would have been "optically wrong". The former Tory prime minister claimed it would make the UK look like a "mini-EU of four nations".

Health is entirely devolved to the Scottish Parliament and Covid rules in Scotland often differed with advice issued in England as a result. Johnson initially chaired emergency COBR meetings in 2020 with the nations' leaders during the early days of the pandemic but the job was soon passed to then Tory minister Michael Gove.

He said: "It is optically wrong, in the first place, for the UK prime minister to hold regular meetings with other DA first ministers, as though the UK were a kind of mini-EU of four nations and we were meeting as a 'council' in a federal structure. That is not, in my view, how devolution is meant to work."
