Police said the teenager was in town for the horse fair, and the incident involved a car towing a trailer.The Appleby Horse Fair, which dates back to 1685, is a major cultural gathering for the Gypsy, Romany and traveller community.The Fair attracts huge numbers who come to witness horse sales and the tradition of washing horses in the river.
Last year, a horse tragically died and three people were injured in a crash between a horse-drawn carriage and a wagon on the A66.The RSPCA has also previously appealed for the Fair's visitors to not buy or sell any puppies.
