On Wednesday night Burnley Council’s full meeting unanimously voted to set up the working group. It also narrowly approved by 18 votes to 17 a motion from Conservative group deputy leader Cllr Jamie McGowan to ask residents whether they wanted to continue with the current system of electing one third of the authority’s councillors in three of every four years or move to electing them all once every four years.

“Governance has evolved from single-party dominance to coalition-led administrations. The boundary review presents a rare opportunity to reshape how the council operates, ensuring it is transparent, welcoming, and better connected to its residents. Cllr McGowan’s motion said that Burnley Council should consult on a move to fixed four-yearly all-out elections and that following the consultation period, Burnley Council, through an extraordinary meeting, should make an informed and evidence based decision on whether to change to fixed four-yearly all-out elections starting in 2027. He said that the change would save approximately £300,418 over the election cycle – £75,104 every year.
