TUGUEGARAO City—The office of Cagayan Gov. Manuel Mamba copped first place in the “Gawad Kampeon ng Silid Aklatan” spearheaded by the Association of Librarians in Public Sector .

Mayor Joy Belmonte of Quezon City, Gov. Ramil Hernandez of Laguna, the Bangsamoro Library and Archives, and the Provincial Library of Negros Occidental also emerged as top winners out of five local chief executives from around the country.
