Some of California’s top lawmakers want to clear up, but also rein in, the state’s most controversial housing statute
The proposed Ten21 mixed-use development in Redondo Beach, which is being applied for as a “builder’s remedy” development. City leaders say it can only be considered once the applicant applies for amendments to the city’s zoning laws, general plan and local coastal program. The developer disputes that, saying his application was made before Redondo Beach had an approved housing plan.
Now, some of California’s most powerful Democratic lawmakers are pushing legislation that would clear up, but also rein in, the state’s most controversial housing statute.

Though all builder’s remedy projects remain on paper, the law has taken on an outsized significance in the politics of California housing over the last 15 months. Supporters of the legislation say it will resolve two problems that are currently slowing the law down.that seem to simultaneously allow developers an unlimited amount of density while also empowering local governments to apply their own standards. Both of those things can’t be true at the same time.
