The current emergency appears to be prompted strictly by a mechanical failure, though it also comes at a time of high-water usage during another hot and dry spell. The ordinance allows for a written warning for the first offense, a $300 fine for a second offense and up to $500 for additional offenses.
Webber said that not only is the system losing water, but water usage continues to soar during a period of temperatures in the mid-to-upper 90s and a lack of rainfall.
