The blaze took hold at a property in Swallow Drive, Blackburn . It happened sometime between 6am and 6.15am on September 5 and a 30-year-old local man was arrested on suspicion of criminal damage - arson endangering life.
"It happened on Swallow Drive between 6am and 6.15am on 5th September. A 30-year-old man from Blackburn was arrested on suspicion of Criminal Damage - Arson Endangering Life and released on bail pending further enquiries. "We appreciate the CCTV clip isn’t the best, however due to the distinct clothing, we believe if you knew this man you will be able to identify him.
