Local industry leaders, including the Hotel, Resort, and Restaurant Association of Cebu (HRRAC), are calling for government action to create a level playing field. HRRAC president Alfred Reyes stated that the association has submitted a position paper to the Department of Tourism (DOT), advocating for clear regulations to govern Airbnb operators.

Reyes highlighted the lack of oversight, which allows some Airbnb hosts to avoid paying taxes, creating an unfair advantage over traditional hospitality establishments like hotels and resorts. He stressed the need for Airbnb operators to comply with the same tax and regulatory standards as hotels and urged the DOT, local government units (LGUs), and the Bureau of Internal Revenue (BIR) to enforce compliance. Reyes also suggested that Airbnb should face similar regulatory scrutiny as ride-hailing services regulated by the LTFRB
