IT is hard to pinpoint the origin story of why, in mid-2022, the new government of President Ferdinand Marcos Jr. made agricultural renaissance the central policy plank and animating theme of his administration.
In the chronicle of modern development, only a few dirt-poor countries in Africa made the leap from poverty to relative prosperity through increased agricultural productivity, bypassing the usual manufacturing/industrialization phase. And those African countries had assets we don't have: vast tracts of arable land, massive pools of young farmers and fresh farming technologies that have been the key to agricultural success.
Today, the battle cry is no longer agriculture but 'investment generation,' which is complementary to the aspiration to make the Philippines 'the rising economic tiger of Asia.' The shift in plank was understandable, given the deeply rooted dysfunctions in the agri sector. And such shifts and about-faces in policy priorities have been duly recorded by history.
