Bosses say they 'have their hands tied' with applications in residential streets
Commercial businesses wanting to turn family homes in residential streets into small children's care homes have sparked controversy across Lancashire, with a rise in change-of-use planning applications.
'Privatisation and profiteering' West Lancashire Council recently had a significant debate following a planning application to change the use of a home at Turnpike Road in Aughton into a small care home. It was the latest in similar applications for homes in Hesketh Bank, Scarisbrick and Skelmersdale.
"The Welsh government wants to stop funding private homes by 2026. The Scottish government is doing the same. In Lancashire, Blackburn wants to stop paying private profiteers. Our West Lancashire Coun Linda Webster said: "These applications are increasing and Fylde Council is looking at things." "The guidance note, developed with legal experts and the council's scrutiny committee, outlines planning requirements for establishing a children’s home in Fylde. It also encourages prospective operators to seek advice from Lancashire County Council before submitting an application."
Fylde's website includes new care homes guidance, a planning application checklist, and Ofsted and Lancashire County Council guidance.
