The council manager in charge of work on Stirling ’s Christie Clock the night it was demolished may have been “subconsciously affected” by the presence of the council leader and other officers near the site, according to a report.

The information is contained in the internal audit report which was discussed by councillors in private in November.None of the council figures were there in a work capacity and did not provide formal guidance or instruction. The manager, it states, was the only decision maker – acting on their own judgement and experience.

Councillor Kane told the Observer: “On September 1, I was meeting friends for a drink and walked past the clock on my way to the pub. One of the 27 recommendations aimed at preventing a repeat of the blunder, and approved by councillors last November, was “attendance on, or close to the site, must be restricted to those there in an official capacity.”

The report also states that “it would not have been unreasonable” for to have expected a senior officer working on site.
