THE ARCHBISHOP of Canterbury has admitted the Church of England is still 'deeply institutionally racist' as he speaks out about its treatment of black and minority ethnic people.
The Archbishop made the remarks following a speech made by Synod member Reverend Andrew Moughtin-Mumby
