CLEVELAND, Ohio – Cleveland City Council on Wednesday is poised to vote on Mayor Justin Bibb’s city financing package for Bedrock’s plans to remake Tower City Center and the eastern bank of the Cuyahoga River.
Cleveland’s contribution comes in the form of tax-increment financing, which taps future property taxes otherwise destined for social services, countywide agencies and Cleveland Public Library. City Council held one hearing on the plan on July 30, where members offered some pushback, though it appeared to be relatively little compared to the magnitude of the project and the city subsidy.
