Joe Henry is refusing to pay a fine issued to him for entering the Low Emission Zone despite his vehicle not being compliant. The 72-year-old says he was following a diversion.
A grandad from Clydebank is refusing to pay a Low Emission Zone fine, claiming he was forced into it by a motorway closure.
The LEZ scheme, launched in June, means all vehicles entering the city centre zone area must now meet the less-polluting emission standards or face a penalty charge. Joe says he was heading back to Clydebank when he tried to join the M74 – to avoid the LEZ – but was diverted by roadworks onto London Road in the east end of the city, near the famous Barrowland Ballroom and close to the city centre.
