Minister Lyons detailed the rules around the awarding of the benefits and when certain applicants would be entitled to a "light touch" review. "The rules governing Disability Living Allowance provide that awards may be made either for a fixed period or for an indefinite period. "Children in receipt of Disability Living Allowance who have a progressive condition and whose needs are unlikely to change will be awarded the benefit until age 17.
