In a report provided to the Guardian on Wednesday, the Waitangi Tribunal said “if this bill were to be enacted, it would be the worst, most comprehensive breach of the Treaty… in modern times”. In a statement, Seymour said the bill provides New Zealanders with the opportunity to have a say on what the treaty means, rather that the courts and the Waitangi Tribunal.
