This proposal comes just months before Foxx is set to leave office.The policy would prevent prosecutors from charging individuals with gun or drug offenses if these items are found during non-public-safety traffic stops, such as those for broken tail lights or expired stickers.
Foxx and organizations like the ACLU argue that these stops disproportionately target non-white citizens."Only 1 in 1000 of these stops yields an illegal gun," the State's Attorney's Office said in a statement. "Decades of data demonstrate that these stops do not enhance public safety. Instead, they perpetuate a cycle of mistrust and fear, especially in under-resourced communities. This draft policy is a crucial step towards rebuilding that trust.
