She said: "It is disappointing that yet again Unison members are having to consider withdrawing their labour in order to secure a decent pay rise.Unison urged local government organisation Cosla to make an improved offer.Last year refuse workers from 20 of Scotland's 32 councils took strike action in a row over pay, with Edinburgh-based workers walking out for 12 days.Some staff in schools and nurseries also held walkouts in September last year.

A Scottish government spokesman said that it had previously announced it would "provide councils with a further £100m specifically to support a meaningful pay rise for local government workers in 2023-24".
