Every local authority in Scotland will back a council tax freeze after breakthrough talks with rebel town halls.The First Minister backed a national freeze at the SNP conference last year without consulting councils

His deputy, Shona Robison, offered councils a share of around £200m if they played ball and thirty councils initially signed up.Argyll and Bute voted for a 10 per cent rise while Inverclyde opted for an 8.2 per cent increase.Robin Currie, the Lib Dem who leads Argyll and Bute, said: “We can now look at freezing council tax for the coming year.

"We have been lobbying hard for equal support for Argyll and Bute which reflects the incredibly severe impact of unprecedented severe weather in October last year. "We made a very strong case for that to the Scottish Government at a meeting we asked for in January this year."Inverclyde is more complicated as council leader Stephen McCabe’s compromise was based on giving residents a rebate which wiped out the 8.2 per cent rise.In a letter to the Government, McCabe said he would recommend the rebate plan to the council, but he also said a freeze is “undemocratic”.

Asked if there would be a council tax freeze in every town hall, the First Minister's spokesman said: "Yes."
