House Speaker Dade Phelan , the chamber’s Republican leader fighting for political survival, took an early lead over right-wing challenger David Covey in a primary runoff election that could reshape GOP politics statewide. He had about 53% of the early and mail-in vote in his Beaumont -area House district. The seat covers all of Orange and Jasper counties and part of Jefferson County. Covey, meanwhile, had 47%. Election night results have not yet been reported.
