DISD plans to track ROI, help students catch upEvery year, we give some of our hard-earned dollars to Dallas ISD to educate students across our city. These tax dollars aren’t charity; they’re an investment in our future. For this investment, taxpayers expect a return, measured in improved student outcomes and up-skilled, college- and career-ready youth. This week, the DISD school board will consider a budget that does just that.
One big change in how DISD has drawn up this budget is hardly new to the business world. This year, for the first time, DISD is measuring ROI, or return on investment. In this case, ROI is measured in relative impact on improving student outcomes. DISD does a lot of great things, but our budget reality is that we cannot afford every great thing. The district’s ROI tool will ensure that taxpayers are getting the most bang for the buck.
With all of this planned, there is some tough news. Our budget this cycle is running a shortfall of $186 million. This figure might widen your eyes. It certainly did mine at first. But look closer, and you’ll see what I did: the necessity of investing in our students now.DISD has already adopted the lowest legally allowable tax rate.
Maintaining reserves of this size far exceeds best budgeting practices. Even after covering our current shortfall, we’ll still exceed the targeted $550 million range. That money does no good to students sitting in a bank account. Our students are still recovering from lost learning in the COVID-19 years. But we have ways to intervene that can help them now. To fail to invest in them would be a mistake, especially when we can do so in a fiscally responsible way.I will always support our fundamental principles: to improve educational outcomes for students and to be fiscally responsible and sustainable.In adopting this budget, Dallas ISD is doing both.
