More than a dozen charter amendment proposals will be reviewed by voters on Nov. 5, including a series of dueling propositions related to police, city manager and city regulation oversightIf approved, a slew of proposed Dallas charter amendments would increase the City Council’s pay, ban term-limited elected officials from running again and loosen requirements for non-U.S. citizens to serve on some city commissions.

Supporters of the trio of Dallas Hero proposals argued they gave residents more options to hold public officials accountable and ensure the police department is properly staffed and funded to uphold safety. Police Chief Eddie Garcia preferred the department set a goal of growing to 3,600 officers. The chief and Tolbert said during a budget meeting on Tuesday the city has the capacity to train around 250 officers a year properly.The citizen-led charter proposals received at least 20,000 valid voter signatures to qualify for the ballot, and state law requires the City Council to forward them to voters.

Council members Adam Bazaldua, Chad West and Gay Donnell Willis said Wednesday they planned to personally reject the trio of proposals at the polls in November and they support other residents doing the same.
