Dauphin County President Judge Scott A. Evans will be responsible for appointing a temporary acting Clerk of Courts until Pa. Governor Josh Shapiro appoints an acting clerk.
The Supreme Court of Pennsylvania has declared a state of judicial emergency for the Dauphin County Court of Common Pleas in response to the departure of office staff management for the county’s Clerk of Courts Office.
The abrupt vacancies constitute the culmination of months of crisis in the troubled office that left defendants stranded in jail, resulted in defendants being picked up on bench warrants that should have been terminated, and paperwork incorrectly recording case dispositions and sentences.In May, Evans set a strict deadline for the Clerk of Courts Office: Catch up or be held in contempt.
“While the clerk is an independently elected official, the efficient and effective operation of the office is critical to ensuring that the courts remain accessible to all court users, and that the essential recordkeeping function of that office is properly and continuously performed in support of the judiciary and the timely administration of justice,” said Chief Justice Todd.
