I’ve been involved in promoting voluntary full-time and part-time service for as long as I can remember. Back in 1999, as Education and Employment Secretary, I established Millennium Volunteers. Within two years we had 20,000 youngsters taking up nine months of commitment to community service. It was full-time and in return they received training and careers guidance..
