The Procurement Service of the Department of Budget and Management (PS-DBM) has not blacklisted the supplier of the P2.3 billion overpriced laptops that were bought for public school teachers in 2021.
In the Status of Implementation of Prior Years' Audit Recommendations found in the Annual Audit Report for 2022, the Commission on Audit reminded the DBM on the submission of a resolution on termination of contracts or blacklisting of suppliers, if warranted, to the Head of the Procuring Entity for his or her final evaluation and approval.
The Department of Education , through the PS-DBM, purchased entry-level laptops for public school teachers in 2021 for P58,300 each, even while the approved budget was only P35,046.50 each. "The huge difference of P23,253.50 per unit price resulted in significant decrease by 28,917 laptop computers, purportedly for distribution to intended recipient-teachers which could have helped them perform their tasks in the blended learning set-up," the COA said in its AAR.
Thus, it said, that its audit team recommended that the PS-DBM impose administrative sanctions against all officials and employees involved in the transactions and "immediately conduct termination and blacklisting proceedings for the aforementioned projects."
