While the more than 30 new documents -- some of them exceed 100 pages each -- include some redaction and don't offer many specifics behind the current turmoil, there is a trove of information detailing complaints from the department's recent history. It is not known if the past complaints are linked to the current disciplinary actions taken against Baer, Davis and Wilkinson.
Davis said he "continued to be treated worse as time went on," adding that he emailed Baer about it in 2017, contacted the City of Circleville about it in 2019 and sent another letter to Baer about it in 2021.
