It certainly helps Sunak with the pledge he made on day one to lead a government with “integrity, professionalism and accountability at every level”. Even at the time of saying it, some MPs feared the words would come back to haunt him and be quoted back to him at Prime Minister’s Questions by Keir Starmer every time the Government failed to be whiter than white. With Raab out of Government, such a move is harder for Starmer to do at next week’s PMQs.

This may have got Sunak off the hook of a divisive decision but it’s still tricky at a time when many in the Tory party areover the report. “There’s a lot of discomfort about how the Civil Service have handled themselves,” says one minister. “I’m amazed he’s gone over it,” adds another Tory MP.
