Constitutional lawyer Megan Davis, a member of the working group and co-chair of the Uluru Dialogue, said while she welcomed bipartisan contributions, it would ultimately be a matter for the Australian people to decide. For a referendum to occur, the parliament must pass a bill that outlines the proposed change to the constitution.

"The working group has made significant progress on the referendum question and the constitutional amendment to be put to the Australian people," Professor Davis said.
