This year's list, released ahead of the bi-annual changeover to '25' plates on March 1st, aims to prevent both humorous and potentially offensive combinations , particularly those referencing sensitive topics such as the Russia-Ukraine conflict. Banned combinations include '25 RUS' and '25 UKR', along with others referencing religion, politics, racism, and crime.

The DVLA has also banned a number of combinations that could be construed as rude or offensive, such as '25 PAZ', 'TE25 ROR', and '25 LUT', due to the '5' resembling an 'S' and enabling the formation of explicit words. Profanity and disparaging terms are strictly prohibited, with examples like 'AA25HOL', 'BA25TAD', and 'FA25NNY' being removed from availability. War-themed combinations, such as 'AR25 WAR', 'EU25 WAR', 'GB25 WAR', and 'GO25 WAR', are also banned, as are any that could be perceived as threatening, such as '25 TAB' and 'GB25 KLL'. The DVLA employs a rigorous process involving a team of experts who meet twice a year to review and remove potentially offensive combinations. Drivers who use banned plates risk having them confiscated by the police and incurring a £100 fine. The rest of the number plate, beyond the initial identifier, is randomly generated to ensure each vehicle has a unique identification
