This estimation is calculated by subtracting the number of Pension Credit recipients in Wales from the number of Winter Fuel Payment recipients in Wales ." Financial journalist Martin Lewis recently drew attention to the issue of over 800,000 individuals not claiming Pension Credit to which they are entitled. He warned: "Part of the problem with winter fuel payments is the chronic underclaiming of Pension Credit, a key benefit that now triggers entitlement.
