DEFENSE Secretary Carlito Galvez Jr.

said the country's Enhanced Defense Cooperation Agreement with the United States can serve as a springboard to modernize the Philippine military.'We can fast-track our plans to modernize,' he said during a roundtable at The Manila Times on Tuesday.EDCA is supplemental to the previous Visiting Forces Agreement signed by the Philippines and the US on April 28, 2014.

'And because most of the EDCA locations are naval and air force bases, when we procure our airplanes and maritime patrol vessels, we now have prepared their basing requirements,' Galvez said.He said that the US committed $82 million in infrastructure investments for EDCA sites on top of the $100 million pledge for the procurement of search and rescue helicopters.
