Although Biggs’s amendment did receive support from a majority of Republicans, 86 House Republicans failed to support the proposal.with the majority of the House Republican Conference on warrants requirements: House Majority Whip Tom Emmer . Speaker Mike Johnson , House Majority Leader Steve Scalise , and House Republican Conference Chair Elise Stefanik voted against the warrant requirement.
