Emily Jones inquest hears background relating to Eltiona Skana's immigration status
An asylum seeker who killed a seven-year-old girl had told the authorities she had lied about being a victim of trafficking, an inquest heard.
Skana, an Albania national, had told UK officials she left her homeland with her husband in 2012 for Kuwait although the pair returned to Albania the following year via Abu Dhabi and Italy, Mr Price confirmed at the inquest. She also said she had suicidal thoughts and she was referred to a Home Office 'safeguarding team' to oversee her asylum application, and a referral was made to social services in Bolton where she had been housed, the inquest was told.
Skana was sectioned under the Mental Health Act and the Home Office embarked on a 'safeguarding review' of her case. Officials turned down her application for asylum in June 2018 but she appealed the decision and in January of 2019 the Home Office decided not to 'resist' the appeal as officials decided they were unlikely to succeed.
Questioned by Sefton Kwasnick, representing the Jones family, the witness said a Home Office 'presenting officer' from Manchester had made the final decision on Skana's case and that the decision was 'signed off' by a more senior colleague. The witness said he could give 'no reason' why the earlier claim of Skana wasn't considered when her asylum case came to be decided but he said it would 'not necessarily' have altered the final outcome.
