He told the public accounts committee:"The problem was the ongoing requirements for the suppliers themselves and we accept, with hindsight, they should have been tighter. "When we looked at supplier failure prior to September of this year, although there have been costs, they weren't anywhere near the order magnitude of what we've seen.
"But the fact is what we had was this huge rise in wholesale prices, which did two things; it increased the number of suppliers that failed but also increased the costs of their failure. "Now, you know, we accept that looking back, financial resilience controls could have been stronger and should have been stronger, and equally the design of the price cap should have allowed the market to adapt more freely.
