Federal, state water officials filed a complaint against The City for a spate of water law violations

Federal and state agencies have accused The City of a spate of environmental violations that have resulted in untreated sewage spilling into the Pacific Ocean and San Francisco Bay since 2016.

According to the complaint, San Francisco has discharged an annual average of 1.8 billion gallons of “combined sewage” — which includes untreated sewage, wastewater and storm-water runoff — into nearby waterways since 2016 from outfalls including those on Ocean Beach and near Crissy Field Beach. From October 2022 through March 2023 alone, the lawsuit alleged, The City discharged more than 4 billion gallons of combined sewage.

The City operates three sewage plants: two in the Bayview, which account for 80% of The City’s waste, and one on San Francisco’s west side. She said The City has reduced its citywide combined sewer discharges by over 80% over the last 50 years. Crowley also disputed that San Francisco doesn’t notify the public of sewage concentration, saying that officials “proactively post signs and make public notifications based upon preliminary bacteria counts.”

The Examiner asked the EPA how much the agency attempted to work collaboratively with the SFPUC on fixing the issues and why legal action was necessary. An spokesperson said the agency is not able to provide any more comment than what’s in the complaint.
