A former Conservative MP who grabbed a climate change activist by the neck at a black-tie dinner breached ministerial code, a Government probe has found.
The Cabinet Office investigation into the incident in June found he was ‘justified in intervening to try to stop’ her reaching the top of the table as then-chancellor Philip Hammond started his speech. The Prime Minister’s independent adviser on ministerial standards Sir Alex Allan said he also could have waited for ‘others to shepherd her out’ instead of grabbing Ms Barker.After reviewing footage of the incident and comments of interviewees, he said the force used by the former MP was ‘not consistent with the high standards of behaviour expected of ministers and with treating Ms Barker with consideration and respect’.
The City of London Police investigated allegations of Mr Field assaulting Ms Barker but decided to drop the case and take ‘no further action’.The Cabinet Office investigation said Mr Field did not need to grab the protester’s neck The ex-MP said he was ‘genuinely worries she might have been armed’ but said he ‘deeply regretted the incident’.
