… What we’re watching: Trump set to testify in New York … In Israeli-Palestinian battle to sway Congress, only one side wins … One day until Election Day … but first … is running head-first into the challenges of governing in a slim majority where he must balance the demands of his right flank and passing legislation to keep the government open. First, he is seeking consensus among Republicans on a stopgap spending bill to prevent a government shutdown starting Nov. 18.
Johnson has argued that passing a stopgap bill — something many House Freedom Caucus members have been loath to do in the past — will give House Republicans enough time to pass their individual appropriations bills, which include significant spending cuts.While Republicans have passed three spending bills since Johnson took office, he has fallen behind the ambitious schedule he set for himself while running for speaker.
He also questioned why Republicans are forcing lawmakers to take tough votes on bills that include steep spending cuts that have no chance of passing the Democratic-controlled Senate or becoming law. Most cuts that House Republicans vote for in the House will be rolled back if House and Senate leaders negotiate a spending deal.Some Republicans running for reelection in swing districts next year have touted their “no” votes as evidence of independence.
