Family farm wins year-long battle with council over new farm shop and café

The planning committee made their decisions on the latest applications this week

A battle has come to an end after a family-run farm in Littleborough was given the green-light to create a new shop and café. Bank Top Farm was refused planning permission for the project last year due to the impact it would have on the green belt.

Eldest son Peter and his mum Susan told the committee the plan would make their farm financially sustainable, meaning they would not have to put cash in from their full-time jobs to keep it running. Applicants the Davies resubmitted an application after seeing it refused by planning officers back in August 2023. It was thought this new enterprise could help boost income on the farm. The application was met with 123 letters of support from locals; one letter of objection; and one neutral representation.

The committee approved the application, believing the special circumstances were met by the factors of farm diversification; improving recreational facilities; and by making contributions to the local economy and tourism. Coun Shaun O’Neill recalled a similar application on the very same plot of land almost a decade ago - which they attempted to refuse based on the impact it would have on the wildlife corridor. That application was appealed and overturned, the committee heard, but nothing came of it in terms of construction.

The new homes will be a mix of two, three and four-bedroom detached; semi-detached; and terrace homes - all with two parking spaces. The restoration work to the farmhouse and the other buildings primed for conversions incorporate both internal and external changes. The plans were approved by the committee, but they said they wanted to look into changing the section 106 agreement contribution of £94,657 towards Balderstone Park Rugby football project and £36,300.00 towards provision of an off-site habitat creation at Stanney Brook Corridor or within Kingsway Business Park.

Objector Trisha told the committee: "I have lived here for 35 years. To appreciate the harm this application will have on this area you need to visit the site.She highlighted that there are water pressure problems already in the area, which would be exacerbated by the new homes. However, her plight fell on deaf ears as the planning committee approved the plans.
