Two dozen members of the Hermanos de Pistoleros Latinos, a Texas border prison gang, have been indicted as part of a federal operation targeting the trafficking of narcotics and the use of guns during those crimes, court records show. The HPL , or Brotherhood of Latino Gunmen , is a gang that formed in Texas ' prisons in the 1980s, according to law enforcement officers.
